GWAC Program Manager

General Information:

ASD is pursuing a large Information Technology (IT) Indefinite Delivery Indefinite Quantity/Government Wide Acquisition Contract (IDIQ/GWAC).   

We are seeking a highly motivated IDIQ/GWAC Program Manager who will organize, direct, and manage the execution of a contract (FFP, T&M and Cost Reimbursement Task Orders) that will provide IT systems engineering and infrastructure engineering support services to develop cost-effective and flexible solutions that integrate into the customer's agreed-upon IT architecture.

These IT services include health, health science and biomedical-related IT services to meet scientific, health, administrative, operational, managerial, and information management requirements. The contract also contains general IT services partly because healthcare systems are increasingly integrated within a broader IT architecture, requiring a systems approach to their implementation and a sound infrastructure for their operation. The focus of this contract is to provide to government agencies a mechanism for quick ordering of needed IT solutions and services at equitable and reasonable prices.

Primary work location is to be determined, but will be in the DC/Maryland/Northern Virginia area with travel to customer locations as required.

The Program Manager will provide management of task orders/projects in direct support of a Federal/Civilian agency. The successful candidate will initiate, plan, execute, monitor, control, and close out multiple Task Orders as assigned, coordinating across multiple IT functions in support of IT software and systems development and operations.

The ideal candidate will have experience in managing IT projects that include broad Performance Work Statements and will:

  • Provide Proposal Support and Task Order Support
  • Manage stand up of the newly awarded program
  • Manage all aspects of program activity to include performance, metrics, partners, and promotion of the contract
  • Manage teams of contract support personnel at multiple locations.
  • Maintain and manage the client interface at the senior levels of the client organization.
  • Meet with customer and contractor personnel to formulate and review task plans and deliverable items.
  • Ensure conformance with program task schedules and costs.
  • Organize, direct, and manage contract operation support functions, involving multiple, and complex and inter-related project tasks.

This individual will be responsible for the total management and coordination of the contract. The Program Manager will coordinate the specific technical requirements in support of the operational tests, data collection, data management, logistics, engineering, programming, and field operations.

Minimum Requirements:

The GWAC Program Manager is considered essential and qualifications must reflect (at a minimum):

  • Minimum of 10 years of GWAC experience preferred for the GWAC Program Manager 
  • High level experience with the Federal Market.
  • Proven experience as an IDIQ/GWAC Program Manager, who has organized, directed and managed the execution of a contract (FFP, T&M, and Cost Reimbursement Task Orders) providing IT systems engineering and infrastructure support services.
  • Proven track record (recent and relevant) of resolving issues and performing other functions that arise relating to an IDIQ/GWAC contract and task orders under the contract. This includes Task Order (TO) management and response to TOs.
  • Program Manager experience, within the last 3 years, for a large IDIQ/GWAC IT contract of a broad spectrum in scope and complexity.
  • Experience maintaining and managing the client interface at senior levels within the client organization.
  • Ability to provide accurate, thorough, and timely IDIQ/GWAC reporting information.
  • Ability to resolve issues related to task order performance under an IDIQ/GWAC contract.
  • Experience preparing milestone status reports and deliverables/presentations on the system concept to colleagues, subordinates, and end user representatives.
  • Proven ability to provide daily supervision and direction to support staff.
  • Ability and experience to interface with Capture, Proposal, Business Development and Operations.
  • Ability to write and review proposal content.
  • Industry Connections through conference attendance to show ability to network in the industry.
